This also worked for me. Stopping the Windows Management Instrumentation released the process holding nnotes.dll and I was able to install JRE fix with no issue.
As a note. This service must be set in the policy to be running to report information because it would auto-start on it's own. So, I had to double click the fix as soon as I stopped the service or I received the same error (Lotus/Domino process running).
